Using Powertool Battery to power project

I building an automation project using an Arduino Uno board, and I am having a power problem. I want to power the project with an 18V Dewalt DC9096 battery. I need +12V and +9. When I try to use LM 7812 / 7809, I burn the voltage regulators out with no load on them. I really am at a loss as to why they are burning out, unless it is something to do with the DC9096 battery pack.

Voltage 18
Capacity 3000 mAh / 3.00 Ah
Rating 54 Whr
Cell 15 cells

Is there something I'm missing? I am wiring the 7812 according to the basic schematic on the spec sheet
